Nominatim does not find address in US Census Designated Places (CDP) #5190

Problem occurs when address is located in a CDP boundary. Searches fail when the postal city is included in the search. For example:
Fails - 7732 234th Place Northeast, Redmond, WA

The search works when omitting the postal city. The search returns the CDP,
Union Hill-Novelty Hill at the correct location.

Passes - 7732 234th Place Northeast, WA

The building is tagged as follows:
addr:city=Redmond
addr:housenumber=7732
addr:street=234th Place Northeast
addr:postcode=98053
name=7732

I believe that an addr:city tag should be included in the search results. Apparently, adding the addr:city tag to the highway results a match. However, this doesn't seem like the right way to tag a highway.
