https://www.openstreetmap.org/way/26874815 shows that Jrveotsa tee 47 exists.

For some reason it's not found here: http://open.mapquestapi.com/nominatim/v1/search.php?q=j%C3%A4rveotsa+tee+47&viewbox=24.64%2C59.41%2C24.66%2C59.4.

JSON response to coordinates comes like this:
http://open.mapquestapi.com/nominatim/v1/reverse?format=json&accept-language=et&lat=59.408048&lon=24.644109

It is very vital for us to have this address in JSON response. Hope you can help! Thank you!

Works ok on nominatim.osm.org: http://nominatim.openstreetmap.org/search.php?q=j%C3%A4rveotsa+tee+47
so it isn't a software problem. You'll have to report the problem to Mapquest directly. Try their forum here: http://developer.mapquest.com/web/products/open/forums
