On zoomlevel 14-17 cycleways which are inherent part of the road, but mapped separately, are rendered on top of the road which carries the name. (It's the same on zoomlevel 13, but there is no name issue. The rendering is just ugly there.)

I guess the only way to solve this, is to exclude those cycleways (which are inherent part of the road) from those zoomlevels and render something similar like cycleway=track on the road.
The street relation does not cover this issue, because it doesn't tell whether a particular part of the street has a highway=cycleway next to it and whether this has to be rendered or not.
So there is a new tag needed on the road which does something similar like cycleway=track. And maybe it would be a good idea to have a tag on the cycleway, too - instead of the street relation.
