there is one big "C" for a private bicycle parking and a little blue point for public bicycle parking

the private parking (20 places) http://www.openstreetmap.org/node/3181200762
the public parking (8 places) http://www.openstreetmap.org/node/3060016235

This still seems to be an issue everywhere.

While I haven't been mapping private parkings much, I have mapped many with access=customers. The default OSM Carto style renders both private and customers-only parkings with a P icon with 33% opacity (search for "amenity_bicycle_parking" [https://github.com/gravitystorm/openstreetmap-carto/blob/master/amenity-points.mss here]). Switching to the default style is currently the only way a map user has to tell them apart without having to download the raw data.

Customers-only example: http://www.openstreetmap.org/node/4805964747
Public example: http://www.openstreetmap.org/node/4787362699

There are many other such parkings nearby, some customers-only, some public. All are rendered exactly the same, yet I think most users would prefer to easily distinguish them.
