This is a data error, somebody has set the name:es to the russian version in the relation for Quito:

You're right, on the default zoom level the 'edit' feature is disabled on http://www.openstreetmap.org/relation/330794
and after you zoom in the default ID editor doesn't allow editing relations.

I made the change (replaced name:es with name:rs) in another editor and Nominatim will pick that up very soon, usually after a couple of minutes.
