Potlatch now imports and parses GPX files.

This doesn't work for files that have been gzipped (or bz2, zip, tar, whatever). It would be good to make http://www.openstreetmap.org/trace/123456/data deliver an uncompressed file at all times, probably by unzipping into a temp directory.

(In [6562]) Allow a GPX to be fetched in XML format by fetching data.xml instead
of data (the data method returns it in the format it is stored in).

Closes #534.
