I noticed that there was already a tag for highways under construction, so I attempted to move the Hindhead tunnel scheme to the tags already on osmarender 5; namely; <k="highway" v="construction"/> <k="construction" v="trunk"/>
However, Osmarender just displayed this as a background coloured dashed line (which was only visible at all where it crossed other objects on the map).
On osmarender, the construction tag is there for z=14 to z=17, the style is;
lineclass='highway-core highway-trunk-core under-construction'
but both "highway-trunk-core" and "under-construction" have a "stroke=#hex-code" element, so I think it is only rendering the colour in the under-construction style, namely the background colour. A fix might be to remove the "stroke=#f8f8f8;" from the "under-construction" style.
Also, I'm not sure about the way that Osmarender would display text on these roads - e.g. names, expected opening dates, ref etc.
