[Submitted to the original trac issue database at 3.16pm, Tuesday, 25th October 2016]

If I set my browser or operating system to prefer Vietnamese content (i.e., set intl.accept_languages to vi in Firefoxs about:config), viewing any page on Trac (including this page or the homepage) produces the following error:

 Trac detected an internal error:

AttributeError: NullTranslationsBabel instance has no attribute 'isactive'

The page content doesnt appear, so Trac is completely useless to Vietnamese community members.
