Situation: A tramway is in/on a street (key:highway). So I tag the way with highway:residential and railway:tram. I did not use seperated ways for this. Mapnik renders tramways on highway:secondary, but not on residential streets. How can this be fix? Osmarender work correct with this situation.

I think is because tram lines are drawn as part of the "roads" style but residential roads are drawn as part of the "minor-roads" style which comes after the roads style and is therefore rendered on top of it.
Jon - any ideas how to fix this? It isn't obvious to me what the best solution is...
