When the maplint layer was added, maplint replaced the position of marker in the permalink layers parameter.
Old permalinks that had the markers layer set to show, will cause the maplint layer to show.

One solution is to swap the order in which the maplint and marker layers are added to the map. (see patch)

Old permalink examples: http://www.openstreetmap.org/?lat=48.21162&lon=16.33916&zoom=17&layers=0BT
http://osm.ge.pythonmoo.co.uk/?lat=48.21162&lon=16.33916&zoom=17&layers=0BT functions as expected on my patched rails port.

I am aware of this, but it's probably a bit late to do anything about it now as people will have bookmarks both ways round. It's also going to be very hard to guarantee layer ordering permanently. It's a bit of an OpenLayers limitation really.

I'm going to close this - there is not point doing anything about it now anyway.
