not sure if this has been resolved as I notice the release of Potlatch has changed a few times since I have noticed this bug.
I found that when I was joining ways to another way the these were not connected when I clicked on existing Node.
ie if the intersection contained a "blue" node it didn't replace that node with a connection between ways/roads.
I have just noticed these but probably crafted them a few months ago.
I can't recreate so perhaps it was fixed.
