When you log into OpenStreetMap and the Potlatch editor appears, you have to zoom in or out for the Yahoo! imagery to appear. In other words, the imagery does not immediately appear when you start using Potlatch with the Yahoo! imagery set to appear in the options box.

Attempted fix in 0.7a. Working with the Yahoo API can be a bit like nailing jelly to the ceiling sometimes, so I'm not 100% confident that it'll work.
