As far as i can see the admin_level=8 borders are not rendered at any zoom level. The borders seen in the permalink are way tagged with boundary=administrative admin_level=8

I think it may just be out of date - new rules for rendering admin levels were only added a few days ago. Certainly the current style sheet looks like it should render all borders.

I should add that that i retagged that border almost at the same time the admin_level was introduced. Other admin_level=8 borders in NL are tagged with admin_level since a few weeks. Also i should add that the border was rendered before in the introduction of the admin_level in mapnik
