Colour reduction of tiles is performed to reduce filesize, under some conditions this is detrimental to the look of the map.

At low zoomlevels the mismatching of colours can be particularly obvious.

There was a fix in Mapnik a little while ago which dramatically improved the colour reduction algorithm. The examples given above look OK to me now.
