When editing ways with or adding ways to nodes which have tags attached, Potlatch often removes these tags again.
The only way to be sure that the tags will still be on the nodes is to add them after editing all the ways first (but then someone else editing the ways again can easily remove them again without knowing it)
Probably a related issue is that when a node has two ways A and B attached, that when selecting A and then the node and add a tag, and then select B and then the node again, the node tag isn't shown anymore.

Tags of nodes which belong to more than one way are the most common problem.
To replicate the problem, you could for example make a way A from node b to c, make it a residential road with the presets, and then add a tag to node b. Then shift-click from b to make a new way B from node b to d. Then make the way B a residential road as well. Reload Potlatch again and select the node b again, the tag has disappeared.
(it's important to edit the way B after creating it, as it seems that step which removes the tag)
