It will be great to add support to render localized maps using osmarender/orp.
The best way to do this is to add property to rules file with list of priorities of languages.

In attached file there is diff file of my implementation of this. (Using Osmarender 6.0 Alpha 6 )
It does not support list of priorities, but only one language.

To set preferred language you need to specify preferredLanguage attribute in "rules" element of file with rules.

Just a quick thought: I think it should be possible to add a list to a parameter, then it would probably be best to create a helper template to go over this list and select the first available language.

If we wanted to get really fancy we might even support having multiple languages separated by newline, that would take a whole lot more work though. Would probably be very cool for places like Ireland.

I opened somewhat duplicate feature request but not entirely, ticket:1643.
I uploaded a patch which support a list of priorities for language usage.
