Yes, it is certainly not in the core osm toolkit. As for the concept, it allows people to point out mistakes in the map without even owning an account. And the step of identifiy and describing a problem is decoupled from fixing it.
Besides the fact that it doesn't seem to be widely used, the concept somewhat evades me.
If not 'widely', at least 'intensively' in those areas (such as much of the UK) where it is used. I for one would find it useful.

I've been thinking of other similar layers. In particular, it would be nice to be able to search geograph.org.uk for nearby relevant photographs (UK and Ireland only) and I'm thinking of implementing that. It would be nice to keep the approach aligned; also the user interface (perhaps move Edit/Find across to a new "Search" menu and extend that?)
P.S. yes, I would find it useful to have OSB and KeepRight visible in Merkaartor, so +1 here. :-)
