As visible in http://osm.org/go/0D0NW1KF7-- the western part of the western bridge "Neue Niederrder Brcke" is crossed by two railway bridges and a footway bridge. Footway and railway bridge which go from east to west are in layer 1 and the "Neue Niederrder Brcke" bridge has layer 2.

Problem: The footway is rendered as if it has layer 3, it is above "Neue Niederrder Brcke" while it is in reality below it.
